Child passenger safety progress made great strides from 1994 through 2008, but efforts have not made a significant difference for the past 18 years. Vehicles are safer, car seat technologies continue to advance, state laws have improved, and more children ride in rear seats longer, but 40% of children killed are completely unrestrained and car seat misuse persists.
